Manchester City and Chelsea are monitoring Neymar's situation at Santos .
Neymar has claimed he can leave the Sao Paulo club whenever he wants.
Reports in Spain have suggested Barcelona have already signed an agreement with Neymar for him to join them when he eventually moves to Europe.
But City technical director Txiki Beguiristain is said to have discovered the deal doesn't give Barca exclusive rights to the player, when he met Neymar's agent in London last month.
Chelsea are also likely to be keeping tabs on the Brazil international, with billionaire owner Roman Abramovich craving a superstar signing.
